If there are poor battery cable electrical connections at either the battery, engine block, or the starter, the amperage reading will be low and the starter will crank slowly. Cleaning and tightening cable connections may fix the problem. A poor connection inside the starter solenoid or starter can be tested with a voltmeter across the connections. This can cause the same symptom as a bad cable.
