This is the second time a Conservative government has snatched defeat from the jaws of victory on the lumber file. In 1986, the GATT, the World Trade Organization's predecessor, issued a preliminary finding on the legality of U.S. lumber duties against Canada. Brian Mulroney's government, bent on negotiating a free trade agreement with the U.S., abruptly aborted it, with the eager acquiescence of the Americans. The finding was never published. It doesn't take a suspicious mind to assume that GATT had ruled for Canada. Mulroney foreclosed on the GATT ruling because it would have wiped out his entire argument about the "necessity" of a bilateral free trade deal.

Glenn Matyas's May 15 letter, Let police do their jobs, betrays a misreading of Sarah Jeanne Fox's May 12 column, Become a cop watcher. The words "do not interfere" appear in her final paragraph, so Matyas's admonition to "stay out of the way" is redundant. If the police and other such agencies are staying within their obligations, surely they have nothing to hide and Copwatch will prove that.

Equalization payments are projected to decline because payments are based on a complicated formula driven in part by the provincial government revenues of strong provincial economies. So, when the economies of former powerhouses like Alberta and Ontario falter, so, too, do equalization payments.
Equalization isn't like most other program. Its costs, payments, are designed to fluctuate based on relative performance of the provinces. When large strong provinces do well economically, payments rise. And rise they have. Payments have grown from a total of $8.6 billion in 2003-04 to today's high of $14.8 billion -- a 72 per cent increase in six years. Equally, when large, strong provinces don't do well economically, payments should decline.
