The Harper government claims that it is keen to develop a strong policy towards Latin America. Yet it is a flawed approach, supporting US policy at a time when it is at its lowest point in decades, while ignoring both a clear leftward swing of elected Latin American governments in the last five years and the significant importance of Cuba in the region. This paper examines the Harper government's approach to Cuba. Following some general comments on the evolution of Canadian policy towards revolutionary Cuba, it examines some of the errors in the Harper approach, suggests an explanation for the approach employed, and makes suggestions about policies that Ottawa should consider to improve relations. In sports terms, Cuba "punches above its weight"-a fact which is known widely in Latin Ame...

Ooof," he groaned, then pulled out a map to trace an alternate route that looked like a big detour. "This section here," he said, pointing to a dotted line that was most of our planned drive, "is all dirt. It will take you two hours." Sure thing, I thought, we could cover the 110 kilometres in an hour tops, especially if we pushed at the same madcap pace of Argentine drivers.
The agent, of course, was right. What followed was a three-hour, bone-jarring journey through the foothills of the Andes Mountains across a road studded with fist-sized rocks, blind turns, and gullies bored into the dirt by recent rains that tested the strength of the rental car's axles and our desire for the road less travelled. All the while dodging the occasional oncoming driver, stray cow in the middle of the ...

SHOW: This pavilion has a fantastic show, combining beautiful dancing, drumming and impressive martial arts for an action-packed 45 minutes. The youngsters performing the Little Puppets' Dance are too cute for words. Young drummers were precise and confident in the Farmer's Dance. You'll be amazed by the athleticism of the young men and women in the taekwondo demonstration. An extremely well-rehearsed show, with a charming hostess providing background.

It feels good to have a three-shot lead, and I'm looking forward to tomorrow," [Sergio Garcia] said. "It's going to be a hard day, but hopefully one to remember. I can't wait to start.
Of the last dozen players to finish Saturday, only Garcia and Argentina's Andres Romero (70) broke par -- and among those who couldn't mount a challenge were Mike Weir of Bright's Grove, Ont., and Spain's Miguel Angel Jimenez, who were paired together and each shot one-over-par 72.
"It was hard," [Steve Stricker] said. "I mean, I knew I didn't deserve to be in all the events, but I thought I could get a couple of spots in tournaments I'd been good to in the past, going there year after year. But that's the hard part, when you really don't have status. You're begging your way into tournaments, and you ne...
