The Keystone's board of directors is considering a pair of business proposals that would lease or sell about 10 acres of land at the southwest corner of its grounds, an area generally used by the centre for overflow parking and piling snow. The Provincial Exhibition is a financially non-contributing member of the leadership group, a situation that Burgess says has always been "awkward" - even more so now as the Keystone board tries to find a financial solution in the form of a land lease contract.

Westsun's arrangements with Livent typically included long term lease agreements. Since its customer was a public company, Livent, which presented solid financials, Westsun was able to round up financing for all that equipment. (Westsun would buy the gear from original equipment manufacturers and then modify and package it specifically for Livent's shows.)
When Livent went into receivership in 1999, it started closing shows and broke the leases with Westsun, sending millions of dollars worth of equipment back to the Winnipeg company. But Westsun owed a lot of money on that equipment -- borrowed on the basis of those long-term Westsun leases -- and there was just too much equipment to find other customers for in a timely basis.
