Indeed, attempts to criminalize peaceful panhandling have become a kind of values battleground: the commercial interest of downtown business owners vs. beggars' right to plead for subsistence; social hygiene vs. freedom of expression; middle-class discomfort vs. underclass need.
The last phrase encapsulates what is most questionable about Winnipeg's bylaw. When we sweep beggars under a legal carpet, we deny them a basic right of citizenship -- the right to communicate their plight to society. Just as important, when we restrict peaceful panhandling, we deny to society an opportunity to gain direct awareness of such social problems as poverty, homelessness, unemployment and substance abuse.

Chief Wayne McQuabbie said millions in receipts were issued for cash over a five-year period. The nation of about 150 people received less than one per cent of those funds. I read Allan Levine's Double standard (Aug. 1) and I get the point. Israel's current actions in Lebanon are legitimate and justified and Israel values human life, otherwise it might just carpet bomb Lebanon and that would be that. But Mr. Levine, can you really justify this war by invoking the examples of the British in Canada, the allies in the Second World War, and then the United States in Afghanistan (and I presume Iraq)?
