The AFN's annual assembly, presided over by National Chief Phil Fontaine is underway in Quebec City, but that is not the only prominent event in Canada's 400-year-old city. Canadian policy makers have repeatedly emphasized improving relations with Brazil as a strategic objective in the Americas. Given past failures to cooperate, this objective may be difficult to realize. This argument is advanced through an analysis of national interpretations of each country's engagement with multilateralism, drawing on the local literatures. The paper concludes with a discussion of the prospects and limits of future multilateral cooperation between the two countries, drawing on examples from the Inter-American System.

Ensuring the implementation of the Strategic Plan and working towards achieving its stated objectives was one of the author's personal goals as president of the Appraisal Institute of Canada (AIC). The Strategic Plan, which was developed in 2000 and revised subsequently, has been the roadmap that the Institute has followed for the last seven years. The Strategic Plan's Key Result Areas (KRAs) are: standards and professional development, representation and governance, communications and marketing. Within these KRAs, specific strategic initiatives have been developed and implemented to achieve the stated vision. A lot of work has been done, but there is a lot more yet to do to achieve all the objectives. The Institute will move forward over the coming years to ensure that AIC members cont...
