The provincial government wants to make Winnipeg an inland port for goods traveling to North America from export-heavy markets in Asia. That plan includes hopes to turn the Port of Churchill into a larger scale terminal, and bring goods through Winnipeg destined for midwestern and eastern U.S. states.
PORTAGE LA PRAIRIE - Manitoba's plan to be a bigger inland trade hub got a $50-million boost Tuesday with a federal-provincial project to eliminate a traffic light on the Trans-Canada Highway just west of Portage la Prairie.

"This particular structure and infrastructure was one that we identified (as a priority) because of the increased traffic, population growth and the the kind of traffic-trucks and semi trailors, campers that travel through on regular basis," said [Ron Lemieux].
"Some roads and structures have alot more traffic and a mix of vehicles. It can be a toxic mix if you have assortment of traffic (motorcycles, campers, truck traffic) and that intersection has it," Lemieux added.

The provincial government routinely finances regional roads all over Manitoba, but rarely in Winnipeg. The province agreed to make an exception because it owns half the land and already plans to build a cloverleaf at the intersection of Kenaston and the Perimeter at some point in the future, said Coun. Peter De Smedt, chair of council's planning and property committee.
The province, however, sees the Kenaston deal as a one-off arrangement designed to move Waverley West forward. Its main motivation was to alleviate the city's acute shortage of housing lots, said Sid Rogers, CEO of the Manitoba Housing and Renewal Corporation, the provincial body that owns half of Waverley West.

Jim Carr, president of the Business Council of Manitoba and member of the recent Mayors Trade Council which recommended improving truck routes in the city of Winnipeg, said there are a lot of others putting themselves out there as potential competition to Manitoba.
Manitoba's share of that fund went to twinning Inkster Boulevard between the Perimeter and the Oak Point Highway, building a new rail underpass and cloverleaf where the Trans-Canada Highway meets the Yellowhead Highway, and upgrading the rail line between The Pas and Churchill.

The money will cover the extension of Kenaston through Waverley West, the widening of parts of the road and the extension of Waverley Street, which will swing around to the west and link with Kenaston.
The cash comes with several questions -- it's still not clear what kind of underpass or overpass will get built at Bishop Grandin Boulevard and Kenaston, and there's no money yet to actually connect Kenaston with the Perimeter with a cloverleaf of some kind.
The political leaders, including St. Norbert Coun. Justin Swandel, said the Kenaston expansion also boosts the inland port project, which aims to better link continental rail and truck routes with the airport. They said a better-flowing Kenaston should ease congestion on Pembina Highway and Waverley Street.
