According to [Dave Dawson], senior policy analyst with Transport Canada, the current system of controls, including performance agreements must be changed to require and encourage more personal accountability. In order for a system of controls to be successful, Dawson recommended that personal accountability be embraced at the most senior levels of government and that a display of top-down leadership be exemplified.
