Since we are talking about the welfare of children here, the converse of Helgason's argument should also be considered: that the high proportion of children in care could be indicating an acute degree of dysfunction within aboriginal communities. What is the merit of returning aboriginal children to their "community of origin" if that community is dysfunctional? But ideologues act on reflex, not on reflection.
