Last month, the four bidders, including a consortium led by ICID, were told by the Public Health Agency of Canada their bids were not successful, but no reason has yet been given, nor an explanation of what might happen with the facility. [Terry Duguid] said Monday he made the decision to resign as ICID CEO when he decided he would run in Winnipeg South. In August, he gave ICID a month's notice.
He says he was told if he didn't leave right away, it could jeopardize ICID's bid for the HIV-vaccine manufacturing facility. "I was out in two days," he said. At some point in January, however, ICID received a call from someone in [Vic Toews]' office asking about Duguid's affiliation with ICID.

The discussions by the Red Knight consortium are being led by football deal broker Keith Harris, chairman of investment bankers Seymour Pierce, and Jim O'Neill, chief economist at Goldman Sachs in conjunction with the Manchester United Supporters Trust.

The Federation of Saskatchewan Indian Nations (FSIN) has a proposal in the works to build a First Nationsowned $90 million dollar remand centre for First Nations prisoners awaiting trial.
We are going to make this a priority," said FSIN Chief Guy Lonechild in a StarPhoenix interview when asked about the idea. He added that the situation of those on remand and others in the correctional centre has been an ongoing concern of First Nations leaders.
The proposal considers financing for the building would possibly be secured through bank loans, government funding, or First Nations revenue generated from profits such as casinos. Another possible funding surce would have the province operate the facility and "paying an annual per-bed amount back to the First Nations consortium".

Getting a private construction consortium to front the cost of construction and then maintain the rehabilitated structure makes sense for Winnipeg because the city can avoid the risk of cost overruns, said Mike Ruta, Winnipeg's chief financial officer.
At the same time, Winnipeg's public works department estimates it will cost anywhere from $125 million to $160 million to fix the Disraeli Bridge and Freeway, depending on what form of amenities are created for cyclists and pedestrians.
Deloitte & Touche, however, recommends the city engage in a public relations campaign to "neutralize opposition (and) enlist support" for the Disraeli Freeway deal, targeting the "provincial and federal governments, media and local citizens.

The Manitoba-based consortium of vegetable growers has been running radio and television spots to alert the public to the province's birthday but president and CEO Larry McIntosh said it's clear that businesses and the government haven't done nearly enough to get the message out. Indeed, a similar survey in 2003 found 15 people out of 805 who were able to circle Manitoba Day on the calendar.

That plan calls for a private engineering consortium to help complete components of Winnipeg's $1.8 billion in sewage upgrades, but [Steve Ashton] said this could be a prelude to privatizing the city's water utility in the same way the former Tory government privatized MTS in the 1990s after they said they would not.
