BREAKING UP A consultancy project into different phases often seems like a good way to keep control over the project and to impose some kind of quality control. In fact, it can undermine both efforts. Changing from one consultant to another after the completion of the initial phase of a project almost always involves incurring significant additional "ramp-up" cost.
