The Free Press has learned Evelyn Johana Montes, 34, and her brother-in-law, Vielman Palencia Turcois, 27, were both wanted on U.S. arrest warrants following a year-long undercover investigation involving numerous members of their family. Montes and Turcois could also try and delay their deportation by making refugee claims. They are facing lengthy U.S. prison sentences if convicted. The pair made brief court appearances Monday before the federal Immigration and Refugee Board. Their cases were adjourned until Tuesday afternoon. Both remain in custody at the Winnipeg Remand Centre. Court documents show Montes' husband was arrested Dec. 30 in Shelbyville, Ky. on several charges including drug trafficking and a decade-old rape allegation. The RCMP and the Commission for Public Complaints (CPC), want to improve the general Canadian view of the RCMP by making reforms to its processes. An Independent Observer Pilot Project in British Columbia, gives CPC access to RCMP records and evidence to investigate "sensitive cases" such as in-custody deaths and abuse. Paul E. Kennedy is the Chair of the Commission. In May of last year he issued the "Chairs Message" on efforts to be made by the CPC which included to, "conduct pilot projects, such as our efforts to foster greater access for Aboriginal communities in regards to improving access to the complaints process.
