In this article, we analyze the efforts to democratize Canadian foreign policymaking over the past several decades. We begin by considering the meaning of democratization in policymaking and locate the Canadian approach within some previous theoretical work on this concept. second, we provide some historical context for efforts to democratize Canadian foreign policy by analyzing the decision processes of governments from Mackenzie King through Mulroney.
