In recognition of the growing importance of small business ownership by women to the economic well-being of national economies, considerable academic attention has been given to identifying the reasons why women enter self-employment. However, little is known about the motivations for women to become franchisors. This represents an important gap in the literature. China has emerged as the most dynamic FDI-host country in the world, and the impact of FDI on the Chinese economy has burgeoned in ways that no one anticipated. This paper focuses on four issues: (a) the factors behind the FDI boom; (b) how China has succeeded in utilizing FDI so far; (c) China's FDI strategy; and (d) its future development. China's special advantages in attracting and using FDI come from three sources: the huge market with cheap labour, the large number of rich overseas Chinese as investors, and the effective FDI strategy and policy implemented by the central government. Whether or not China will be a winner in future depends on how it balances between technology transfers and domestic market protection.

During the June 2004 and January 2006 federal election campaigns, the Liberal Party promised the creation of a universal, accessible childcare policy. Given the current scarcity of affordable, quality childcare throughout the country, this promise was, quite predictably, warmly received. At the same time, discussions about a national childcare policy raised important questions about ensuring the universality of accessible, quality care for children. Such issues have yet to be seriously deliberated in the academic, public and political discussions regarding the development of national childcare. A project to develop a research instrument to study information policy in schools was conducted. Part of that study, a literature review and a Hong Kong-based study, was completed to benchmark information policy practice in schools in Hong Kong. The authors found that information policy at a macro level was well addressed in the literature as governments addressed a quagmire of intellectual property, intellectual freedom, security, privacy, and administrative issues. Information policy at the micro level-in schools-was lacking. The purpose of this study was to investigate how the micro-level set of information policies is handled in schools.
