SEOUL, South Korea -- Tensions mounted over North Korea's threat to test its first atomic bomb, with shots ringing out yesterday along the border with South Korea and Japan warning of harsh sanctions if Pyongyang goes nuclear.
It was unclear whether the North Korean advance was intended as a provocation, or was an attempt to go fishing at a nearby stream, an official at South Korea's Joint Chiefs of Staff said on condition of anonymity. No one was hurt, and the North Koreans retreated.
Japan plans to step up economic sanctions against North Korea, tighten trade restrictions and freeze additional North Korea-linked bank accounts should a nuclear test be carried out, Japan's Nihon Keizai newspaper reported.

The tests came after weeks of concern North Korea was preparing to launch the Taepodong-2, a multi-stage rocket with an estimated range of 6,000 to 15,000 kilometres, and just a day after the outlaw nation threatened "a relentless annihilating" nuclear war if the U.S. attempted any pre-emptive strike.
North Korea has gone ahead with the launch despite international protest," said Shinzo Abe, Japan's chief cabinet secretary. "That is regrettable from the standpoint of Japan's security, the stability of international society, and non-proliferation of weapons of mass destruction. Our government will lodge a stern protest.

North Korea's nuclear ambitions are of interest to Canadians for many reasons, but at this moment two stand out. The first is that unlike some of North Korea's neighbours, Canada has refused to take part in the U.S. missile defence program, which is aimed at preventing countries like North Korea from using nuclear weapons. Former Canadian ambassador to the United States and Liberal star Frank McKenna is urging his party to reconsider that refusal, pointing out that the decision was made by Liberals for partisan reasons that do not serve the interests of the country. Liberals, and Canadians generally, should listen to Mr. McKenna.
