Until the 1990s, school libraries were a low priority in the South Korean educational system. But the Korean government has now developed a five-year master plan for improving school libraries. Similarly, the government has undertaken significant educational reform in order to cultivate creative human resources through open education and lifelong learning. The implementations of these educational reforms are based on information and communication technology (ICT) in education and the seventh educational curriculum. In addition to these policies, the activity of NGOs has been effective in developing school libraries. Today, South Korea has a modern, well-developed school library system.

In the most refreshingly positive news story of 2010, the Brandon School Division this week proudly announced its graduation rate soared last year to match the provincial average. In Tuesday's Sun, BSD co-ordinator of assessment evaluation and research (quite a job title) Adrian Kuryliw said All three (high school) buildings are graduating a larger proportion of students and are keeping them in school. No one wishes to detract from the success that The Economist's commentary attributes to Alberta's educational system. However, everyone should wish to examine all of the variables underlying that success. For example, the article is silent about the influence of mother tongue and family income. The silence is deafening, given the amount of research on both variables' impact on learning outcomes. Some representative examples follow, using capital cities' data.
