If Manitoba Hydro is to sell electricity to Manitobans at a market price, then a market should prevail and not a monopoly. As consumers of electricity here in Manitoba, if we are to pay market prices, then we demand a market to shop from. Perhaps we could get a better deal from Xcel Energy out of Minneapolis, from SaskPower, or maybe from neighbours who invest in a fuel cell in their basement. Otherwise, Manitoba Hydro and the government of Manitoba have their cake and eat it too at our expense. Competition is needed for our protection and to create true efficiency of energy supply.

China has experienced pressing energy shortages in recent years, and Beijing has intensified its efforts to secure China's energy supply through both increased domestic production and external expansion. In this paper, I first analyze China's global quest for energy by looking at the correlation between China's economic growth and its energy security concerns. I then examine the implications of China's "go-out" strategy through two sets of case studies. I argue that China's global search for energy is primarily driven by its rapid economic growth, out of insecurity rather than a master plan to dominate the world, and that China's energy security issues have multiple implications beyond simple economic concerns.
