While the Liberal government has ended direct fossil fuel supply projects funding, it leaves intact a variety of fossil fuel tax incentives. However it has established a Renewable and Conservation Expense tax deduction for renewable energy projects.

Recently, HRM's environmental strategy took a big step forward when it received funding from the Nova Scotia Department of Energy and Environment Canada to launch a community-energy system on the peninsula. The $47-million system will have a co-generation plant (co-generation is 45 percent more efficient than traditional single-cycle power stations) that produces electricity using clean natural gas instead of traditional bunker coal oil. The system, which will provide steam and hot water to Dalhousie University, Saint Mary's University, and four Halifax hospitals, should be running by 2008 and will reduce annual greenhouse gas emissions by more than 125,000 tonnes. "This will be the most efficient district energy system in Canada," says Cathie O'Toole, HRM's manager of environmental per...

NRCan created an online eProcurement tool - a set of e-forms connected by workflow. It was implemented to allow users to submit procurement requests faster, more easily and more reliably, replacing several unstructured methods and practices formerly used to submit procurement and contract requests to NRCan's Shared Services Office (SSO).
RETScreen is managed by NRCan's CanmetENERGY research centre in Varennes, Quebec supported by international experts in clean energy. Principal partners include NASA, UNEP, the Renewable Energy and Energy Efficiency Partnership (REEEP) and the Global Environment Facility (GEF). By 2013, it is estimated that RETScreen will have encouraged the installation of at least 24GW of installed clean energy capacity worldwide. RETScreen (www.retscreen.net) has prov...

[Barack Obama] and the federal and Alberta governments are grasping at the straw of carbon capture and storage (CCS) technology. No less a person than Prime Minister Stephen Harper's closest confidante and former political strategist, Tom Flanagan, has called CCS "a hoax." Still, he says, Alberta should spend the planned $2 billion on CCS technology because, "from the point of view of doing business" Alberta can't afford not to.
Alberta's Pembina Institute has just released a paper on CCS. It warns that while Canada's 22 per cent rise in greenhouse gas (GHG) emissions since 1990 -- almost all due to tarsands development -- "compels consideration of CCS, it is not without environmental risks and barriers to implementation." Pembina says CCS should be conditional on a "massive scale-up of...

In present, developing a low-carbon economy is commonly recognized around the world. In order to achieve the aim of a low-carbon economy, reducing carbon dioxide emissions is one of the most important measures. Nowadays, because of the large population, high energy intensity and the unreasonable energy structure based on fossil fuel, China has faced an enormous pressure during the carbon emissions reduction process. Based on the current international application of carbon emission reduction proposals, this paper discussed the carbon emission reduction policies of developed countries in detail, which includes the US, Britain and Japan and etc. Based on the experiences of the overseas developed countries, the paper analyses China's present situation of carbon emission reduction, finds the...

China has experienced pressing energy shortages in recent years, and Beijing has intensified its efforts to secure China's energy supply through both increased domestic production and external expansion. In this paper, I first analyze China's global quest for energy by looking at the correlation between China's economic growth and its energy security concerns. I then examine the implications of China's "go-out" strategy through two sets of case studies. I argue that China's global search for energy is primarily driven by its rapid economic growth, out of insecurity rather than a master plan to dominate the world, and that China's energy security issues have multiple implications beyond simple economic concerns. Finally, I recommend a forward-looking engagement policy to be adapted by Ca...
