We'll be prepared for any eventuality," [Stephen Harper] said of the November presidential election where the two Democratic contenders -- Hillary Clinton and Barack Obama -- have said the agreement needs to be killed or rewritten to toughen environmental and labour standards.
"Canada is the United States' No. 1 supplier of energy," he said. "We are a secure and stable supplier that is of critical importance to the future of the United States.
The whirlwind summit in hurricane-battered New Orleans was designed by [George W. Bush] to showcase the city's recovery. The leaders stayed close to the centre of town, which was largely spared Katrina's wrath in 2005, and only ventured near some of the ruined neighbourhoods when they had breakfast at a well-known restaurant called Dooky Chase. Why so long? OlyWest must first prove to the province -- and skittish city politicians who've washed their hands of the environmental aspects of the OlyWest debate -- that it won't pollute the air, land or water beyond a measurable set of standards. To accomplish this, the consortium has hired Earth Tech Canada to prepare an environmental assessment of the proposed plant, which must be completed before OlyWest even applies to the province for a environmental licence. That's expected to happen by August.
Are those binding? Effectively, yes. While the province could approve the hog plant even if the CEC recommends against it, the plant won't go ahead unless OlyWest heeds all the CEC's recommendations. Winnipeg Mayor Sam Katz has placed all his political eggs in the commission's basket, pr...

Once again, Canada is well positioned. There are three credible certification programs used in Canada - the Canadian Standards Association (CSA), the Forest Stewardship Council (FSC) and the Sustainable Forestry Initiative (SFI)2. They all set thresholds above and beyond regulatory requirements for forest management. All are endorsed by governments around the world. They all address responsible fibre sourcing, environmental performance and social responsibility. They are complemented by chain-of-custody certification, which provides a link between certified forests and certified products.
In 2008, the Canadian Council of Forest Ministers issued a statement saying CSA, FSC and SFI "demonstrate, and promote the sustainability of forest management practices in Canada."3 Public Works and Go...
