Without details, we are left to assume that the measure is supposed to help establish hybrid vehicles in the marketplace. That's a good thing because everybody knows the hybrids use less gas, conserving energy. On the other hand, they cost more than comparable gas-only vehicles, so governments have introduced tax breaks for environmentally conscious consumers who want to lessen our dependence on fossil fuels.
