  • If one adjusts for inflation -- the title for the most per-capita spending actually belongs to Manitoba. When converted to 1997 dollars, Manitoba currently spends $4,021 per capita compared to Alberta's $4,017, which is a small difference save for the fact that Manitoba has led the country in real per-capita health spending since 1999. Prior to 1999, the title was usually held by British Columbia, though Ontario briefly held the title in 1998. Compared to Alberta, Manitoba has spent more per capita on health care since 1994 though prior to 1994 Alberta used to spend more. What explains these variations? It is certainly not per capita health spending. The two highest per-capita spenders -- Manitoba and Alberta are above and below the national average when it comes to hospital mortality....

  • I think what our data... clearly shows that for any given level of expenditure, you get far more and far better care from a Canadian method of going about financing it (health care) than from the U.S. method," said [David Himmelstein], a specialist in primary care internal medicine. "Canadians look a tad healthier on a number of measures, I guess most importantly diabetes and hypertension," said Himmelstein. Though many Canadians report having trouble finding a family doctor, the survey suggests Americans have a bigger problem on this front. Nearly 85 per cent of Canadians reported having a family doctor, versus just under 80 per cent in the U.S.

  • Court-ordered assessments by independent mental health professionals play an important role in the resolution of child welfare cases. There are, however, significant concerns about their use, including: the delay that may result from an assessment; a shortage of qualified assessors; and lack of supervision and standards in the assessment field. This paper is based on an unpublished Report prepared with government support that reviewed literature and jurisprudence on forensic child welfare assessments, and surveyed Ontario judges, lawyers, social workers and assessors on their experiences and concerns with these assessments. The Report made recommendations for short-term changes in regulations and practice in Ontario, and the paper discusses the government response to these recommendatio...

  • A study examines accounting in a sugar refinery from 1900 to 1920 in two arenas of operation. The geography of accounting enabled the workers at Chelsea to have their working experience sequestered by the company. Accounting routinized their work at the refinery, enabling their labor to become monitored, empty of meaning, and, at times, overwhelming. The ideology of accounting provided the company with an instrument of evasion to silence the voice of labor and an instrument of self-deception designed to justify and insulate the authoritarian hierarchy of the company and the power of its Australian general manager, Edward Knox. Accounting became an ideology that sought to legitimate the exploitation of the workforce and the generous return to shareholders.
