Using data from the 2007 Current Population Surveys (CPS): March Supplements, the authors examine work hours of married women for non-Hispanic white, African American, and Hispanic women. The results show non-Hispanic white women's work hours are greatly influenced by the presence of a child at home, whereas African American and Hispanic women's work hours are not influenced by the presence of a child at home. Across the racial groups, women's contribution to the total household income positively relate to their work hours. Our findings indicate that factors associated with married women's work hours vary by race, and non-Hispanic women are most influenced by their family responsibilities and their family characteristics.

Although all of Winnipeg's fastest-growing neighbourhoods are at its fringes, the city did experience a move toward more density earlier this decade. For example, a collection of inner-city neighbourhoods grouped together as Downtown Winnipeg grew a modest 5.1 per cent between 2001 and 2006 to reverse a population slide that took place in the 1990s. Downtown Winnipeg had 13,470 residents in 2006, up from 12,815 in 2001.
The 2006 sub-census data also revealed Winnipeg's most densely populated neighbourhood to be downtown's Central Park, whose 3,550 residents can soon enjoy a $5.6-million renovation to the park that gives the 'hood its name. The fewest people per square kilometre, meanwhile, can be found in semi-rural St. Vital, south of the Perimeter Highway.
Not surprisingly, Winnipeg's...

As a result of a rise in divorce rates coupled with an increased prevalence of cohabitation, a growing percentage of the population has experienced or will experience the breakdown of a relationship and also the possibility of forming another new relationship. This paper explores the impact of previous relationship and fertility histories on repartnering. Using a longitudinal approach we compare the nature of repartnering behaviour in the United Kingdom and Australia, countries with similar policy and legislative frameworks. Using prospective panels surveys (British Household Panel Survey and the Household, Income and Labour Dynamic in Australia), we find that within five years of becoming single, an estimated 49 per cent of the United Kingdom sample and 43 per cent of the Australian sa...

The Demographia International Housing Affordability Survey compares the affordability of housing in 227 large cities in Australia, Canada, Ireland, New Zealand, the United Kingdom and the United States. Affordability is measured using the median multiple, which expresses the median house price as a multiple of the median household income. For example, in Thunder Bay the median household income is $58,500 and the median house price is $107,800, which gives a median multiple of 1.8.
Thunder Bay has the most affordable housing of the 29 Canadian cities on this list. On the other hand, the figures for Kelowna are $446,300 for the median house, while the median household income is $52,200, for a median multiple of 8.5.
They are dramatic. A Kelowna homebuyer pays off the equivalent of a hous...

The Second Annual Demographia International Housing Affordability Survey found that the median house price in Winnipeg was 2.4 times the median household income. By contrast, the median house price was 6.6 times the median household income in Vancouver and 4.4 times in Toronto. This was good news, and the Winnipeg Free Press gave the story front-page coverage.
Failure to recognize this fact has led to the adoption of disastrous urban planning policies in many of the high-income world's large urban areas. Vancouver is one of the world's most unaffordable urban areas, principally because its urban planning policies have created a shortage of land for development. Toronto has blindly followed the example of Vancouver and other housing affordability disaster stories, such as Portland, Orego...

A recent international study scanning median housing prices against incomes in six countries ranked Winnipeg high with respect to overall affordability. The report suggests that the cost of buying a home in Winnipeg is an affordable 2.5 times the median household income. Winnipeg's affordability ranked ninth overall, with prices comparable to that found in Wichita, Kan., Toledo, Ohio, and Omaha, Neb. The least affordable market was Orange County, Calif., where it takes an astonishing 11.4 times the median income to afford a home. Incidentally, the most affordable city was a tie between Regina, Fort Wayne, Ind., and Youngstown, Ohio.
To put this in perspective, the City of Winnipeg pegs the average age of housing at about 55 years. This ranks Winnipeg as one of Canada's oldest cities wi...

What if the jitney service delivered commuters to comfortable "shelters" on bus rapid transit or light rail routes that quickly and comfortably moved large numbers of people?
Statistics Canada's latest information shows that the average Winnipeg household spends $8,349 a year on transportation. As much as city hall talks about its tax freezes and modest tax cuts, imagine the actual, in--your-pocket benefits that would result if transportation didn't eat up almost as much household income as shelter?
It's recent capital budget commits nothing to rapid transit but some $150 million to infrastructure that encourages more one-car, one rider traffic. The cost benefit analysis of the spending doesn't exist.

A card titled Neighbours Helping Neighbours sent with our Hydro bill announces "Manitoba Hydro matches all program donations dollar for dollar." These donations are to the Salvation Army and can be made in one payment, or by monthly donations with your Hydro payment.
It's not that difficult to implement guidelines and policy to address this problem. Consider a declining fee structure based on household income. For Hydro's spokesperson to suggest the multi-million dollar PowerSmart program is benefiting the poor is ludicrous. To benefit from this program, one needs to have the means to afford and buy new insulation or a new high efficiency furnace. Now is not the time for Hydro to be staunchly "corporate.
Our agency, which operates Cybertip.ca, compiles statistics regarding these types ...

The general manager of the new Winnipeg office of Bentall Real Estate Services said he and his wife, Jennifer, discovered a house that would have cost them $500,000 in their middle-class neighbourhood in Calgary costs only about $300,000 to $350,000 in a similar neighbourhood (Whyte Ridge) in Winnipeg.
Manitoba, meanwhile, remained the most affordable market for most types of homes. The only exception was with bungalows, where Atlantic Canada narrowly edged out Manitoba as the most affordable market for that type of home.
With the other three major types of homes -- standard two-storeys, standard townhouses and standard condominiums -- Manitoba was still the most affordable market. The housing affordability index for a standard two-storey home was 35.6 per cent of pre-tax household inco...

Their leaders spoke of the fact that the Supreme Court of Canada had said treaties should be interpreted and implemented in a "liberal and generous manner." But the Northern Flood Agreement, signed in 1977, had never really been treated with anything like respect, never mind the liberal and generous standard. Instead of minding the "honour of the Crown" in its approach to the NFA, Manitoba Hydro held on to the mega profits it made and doled out relatively small chunks of cash, buying peace from indigenous communities as cheaply as possible.
Socially, community conditions have steadily worsened, and universally the degree of misery is blamed here on Manitoba Hydro. Among the signs posted and held, all hand-made, I found the words "NFA was never for sale and never will be for sale". This...
