Back in the early 1980s Winnipeg became the site of a rare national experiment, setting up a tri-level mechanism where the three levels of government collaborated and contributed resources to tackle city problems. Its history of accomplishment is a worthy one having brought to the city The Forks, North Portage, river walkways, inner city housing and recreation among many initiatives. Twenty-six years later, that mechanism still exists in the Winnipeg Partnership Agreement, which regularly funds projects that can be used for investments in city renewal.

The Tories' proposed two per cent spending cut -- er, one point cut in the PST -- is disappointing. Saving a penny on a cup of coffee is totally irrelevant to most people, as we've seen from the federal Tories' one point cut in the GST. If they were really interested in economic growth, why wouldn't the Tories use the $190 million represented by the cut to make university and college tuition free in Manitoba?
