The Harper government claims that it is keen to develop a strong policy towards Latin America. Yet it is a flawed approach, supporting US policy at a time when it is at its lowest point in decades, while ignoring both a clear leftward swing of elected Latin American governments in the last five years and the significant importance of Cuba in the region. This paper examines the Harper government's approach to Cuba. Following some general comments on the evolution of Canadian policy towards revolutionary Cuba, it examines some of the errors in the Harper approach, suggests an explanation for the approach employed, and makes suggestions about policies that Ottawa should consider to improve relations. In sports terms, Cuba "punches above its weight"-a fact which is known widely in Latin Ame...

Overall, the goal of the program is to basically assist Indigenous peoples of the Andes to reach their full human potential and to achieve equal economic and social inclusion in the region," said Leonzo Barreno, director of the university's Indigenous Centre for International Development, which will administer the program.
"In terms of communication, we want to train people to operate community radios stations, local newspapers and making videos," explained Barreno. "These are all things that are very community oriented.

Aboriginal people had a lot of leisure time. They did not have to spend all their time searching for food," adds [Jarvis Brownlie]. "The Hobbesian image has been remarkably powerful and durable, but it's based on nothing.
"If there were all these bison out there, you would think there would be tons of bones in the archeological mix," [Charles C. Mann] says. "It just doesn't seem like they ate much bison."
"They did not decimate any of the animals," says Dennis White Bird, Manitoba's treaty commissioner and a former grand chief of the Assembly of Manitoba Chiefs. "There was a respect for the animals. They only took what they needed."

It's important to look at issues like Africa and what's going on in developing countries, but you know, one of the messages we wanted to drive home was that here within Canada we still have an epidemic that's not under control yet, certainly in the Aboriginal population," he said.
"In other words, when you don't invest in prevention work, then you get infections," [Kevin Barlow] said. "We were sounding these alarms years ago but there was no response. And then, finally, once they started seeing the numbers, that's when they started making changes.
"So here we are, listed as one of the target populations in the HIV/AIDS strategy, but yet we're facing closure of some of our member groups. So obviously we're getting mixed messages from the government on whether we're a priority or not."
