Why am I writing about this today? A U.S. investment bank reported Thursday that the government "... has generated an average return of 10 per cent on the initial investment in 61 banks that have fully repaid the aid ..." [...] roughly two-thirds of the original TARP investment in the banks has been paid back, generating more than $13 billion in profits for U.S. taxpayers.

[Joe Biden] called for a "significantly" greater American investment of troops and aid in Afghanistan, which has amounted to about $25 billion so far.
A report released this week by NATO's former commander said allied forces in Afghanistan are in a "strategic stalemate" as Taliban insurgents expand their control of sparsely populated areas and the Afghan government fails to carry out vital reforms and reconstruction.
Make no mistake, NATO is not winning in Afghanistan," said the report by the Atlantic Council of the United States chaired by retired Gen. James Jones.

[Stephen Harper]'s answer is that Latin America is part of Canada's "neighbourhood." Two-way trade with the region is growing, and amounted to $39 billion Cdn last year -- less than five per cent of Canada's total trade but 15 per cent of the portion that doesn't involve the United States. It is an important destination for Canadian investment, especially by mining firms.
Afghanistan has become the top recipient of Canadian aid. Harper's government has given outspoken support to Israel; its relations with China have been strained. Nevertheless, this week Harper announced plans to purchase up to eight patrol ships for light ice-breaking duties to assert Canadian sovereignty over Arctic seaways, which is contested by the United States.

The developments on the ground are very pleasing," said Kuntoro Mangkusubroto, the head of the government reconstruction agency. "I would say we are around 80 per cent complete.
"This is dangerous, it is like a bubble," said Zainul Arifin, the head of Aceh's investment board. Like many, he earned thousands of dollars renting his house to a western aid agency. "When the United Nations and the aid groups leave, we have to be ready with new livelihoods."
By April 2009, when the reconstruction agency's mandate officially ends, Indonesia expects to have spent $8 billion in Aceh, $1.9 billion more than the estimated cost of repairs. The extra funds will enable the province to "build back better," according to the reconstruction agency.

China has experienced pressing energy shortages in recent years, and Beijing has intensified its efforts to secure China's energy supply through both increased domestic production and external expansion. In this paper, I first analyze China's global quest for energy by looking at the correlation between China's economic growth and its energy security concerns. I then examine the implications of China's "go-out" strategy through two sets of case studies. I argue that China's global search for energy is primarily driven by its rapid economic growth, out of insecurity rather than a master plan to dominate the world, and that China's energy security issues have multiple implications beyond simple economic concerns. Finally, I recommend a forward-looking engagement policy to be adapted by Ca...
