Parents with sole or joint custody are normally advised at customs that they need a notarized letter from the other parent confirming their knowledge of and consent to the trip. Judges usually look at a number of factors, such as the reason for the move, the opportunities for the parent and the children in the new area, the nature of the relationship with the parent left behind, the presence of extended family, the ages of the children, etc.
