Ah, how variety is the spice of life! We are now faced with a new economic pecking order among the Canadian provinces, it seems. The power now resides in the West (specifically Alberta). Saskatchewan is now a "have" province. And mighty Ontario actually faces the prospect of slipping into the "have-not" category. The times, they are a-changin', indeed. And then we have the article in the March 24 Free Press, Firms add frills to help woo staff , in which we learn the mayor of Windsor, Ont., is trying to strike a "win-win" deal to shuttle skilled Eastern Canadians to Western Canada to ease the labour shortage -- Western Canada being defined by Saskatoon and Regina, Sask., and Calgary and Edmonton, Alta. Does anyone notice anything missing from the above scenario? How unfortunate that to g...
Many social inequality studies in modern societies take an individualistic approach. They analyse men and women as individuals and neglect marriage patterns and familial relationships. This often implies that men and women are all alike, that there are no important differences within households, and that employment chances and risks within the family are based on gender-free considerations. This article draws on the empirical results of several international comparative research projects to examine the impact of changes in union formation, the division of labour in couples and rising uncertainty in male breadwinner incomes on the development of social inequality between families in modern societies. The empirical findings support the view that such inequalities have grown significantly ...

Human trafficking is a global human rights issue that has profound and tragic repercussions for millions of women and children every year. In North America, Canada is currently a destination for victims of trafficking, and a transit route into the United States. Traffickers have exploited the open border between the United States and Canada to perpetuate a modern form of slavery that forces oppressed women and children into forced labour and/or prostitution. Currently, Canada has no formal policy or program to provide protection, assistance, and services to victims. A multidimensional approach to combating human trafficking is necessary in Canada, with legislation that provides protection to victims escaping the web of trafficking.

Prime Minister Stephen Harper will not have an official meeting with his Chinese counterpart during this week's Asia-Pacific Economic Co-operation conference in Vietnam, in an apparent snub by Beijing over the Conservative's emphasis on human rights. China has experienced pressing energy shortages in recent years, and Beijing has intensified its efforts to secure China's energy supply through both increased domestic production and external expansion. In this paper, I first analyze China's global quest for energy by looking at the correlation between China's economic growth and its energy security concerns. I then examine the implications of China's "go-out" strategy through two sets of case studies. I argue that China's global search for energy is primarily driven by its rapid economic growth, out of insecurity rather than a master plan to dominate the world, and that China's energy security issues have multiple implications beyond simple economic concerns. Finally, I recommend a forward-looking engagement policy to be adapted by Ca...

In May 2003 Canada's Food Inspection Agency announced that a single case of Bovine Spongiform Encephalopathy (BSE) had been diagnosed in a native bom Canadian cow. In the aftermath of this announcement, the United States closed its border to Canadian beef and live cattle exports. At the time, the United States accounted for nearly all of Canada's live cattle and the majority of its beef exports, so the loss of this market was critical. By September 2003 the border reopened to beef exports from cattle less than 30 months of age, but it would be over two years before cattle under 30 months would be admitted. This article outlines the consequences of the border closure on Canada's cattle industry and considers the obstacles to lessening its dependence upon the US market.
