  • Oh, definitely," said Bruce McPhail, the city's streets maintenance manager and the guy in charge of Winnipeg's annual assault on the asphalt chasms. "And it's not unusual. Each year when we get the first major melt of the season, that's when the potholes start. We got a little glimpse of it last month. There's the mother of all potholes on Archibald Street northbound just before Marion Street, and it's covered by water, so motorists don't see it until they hit it. McPhail says that's one he heard about a lot Monday. "The critical thing is to get the water off the street," he said.

  • Here's a primer in residential snow-clearing, courtesy of the city's public works department and street-maintenance manager Bruce McPhail: For starters, Christmas and Boxing Day fell on a Thursday and Friday this year, creating a four-day holiday long weekend. Under the city's snow-clearing policy, "work on weekends and holidays shall be limited if streets are passable." Continuing cold weather allowed passable conditions to continue. No, McPhail said. Thanks to light snowfall last winter, Winnipeg had approximately $8 million left unspent in its 2008 snow-clearing budget. The city now expects to transfer millions to a year-end snow-clearing reserve. Road safety, not money, is the main concern, McPhail said.

  • There's no area that can say that winter hasn't really arrived. "Christmas could be interesting. A lot of people fly Christmas Eve and it doesn't look good," [David Baggaley] said. "The city received 9.2 cm of snow from the recent storm which started Friday night," said Bruce McPhail, the city's manager of streets maintenance. "However, the recent accumulations of snow combined with current drifting conditions and cold weather has resulted in the need for additional plowing to improve road conditions and graders and loaders will once again be used to cut ice ridges and restore the curb lanes."

  • It's a very affordable sport and doesn't require a lot of travel or equipment maintenance," says Wilderness Supply's store manager Dawn Richardson. "The great thing about snowshoeing is that you can just strap them on and go. There are all kinds of great places where you can go in and around the city -- The Forks, city parks, Birds Hill Park -- for a trek. "If you're planning on going into softer snow, you want a back country shoe, which will have more loft. That will help you stay on top of the snow so you can move more quickly," she explains. "Others are ideal for mountain snowshoeing due to their heel lift and more aggressive crampons. They also have bindings that can pack flat in backpacks for improved storage."

  • The city is not only purchasing conventional-low emission buses. According to Doug Murray, manager, Transit Fleet Maintenance, the city is actually ordering a total of 34 new buses - the 22 mentioned above and a further 12 diesel-hybrid buses. Of these 12, seven are 60-foot articulated buses and five are 40-foot buses. These 12 buses will provide an 80 percent reduction in emissions over the buses they replace. The other 22 buses will reduce the bus fleet emissions overall but not to the extent of the diesel-hybrid buses. In early February 2007, the City of Hamilton announced that it is purchasing a new fleet of 22 conventional low-emission diesel buses using $6 million of the $8.9 million that the city had dedicated to transit. The funds targeted to transit were part of Hamilton's $79....
