It's a plan that mimics the approach of Manitoba's cash-strapped universities that are caught between a tuition freeze and chintzy provincial grants. They've often resorted to boosting ancillary fees to earn more money. The MCCA is a non-profit association whose members include parents, staff and directors at many of the province's 1,100 day cares. It can't mandate a fee increase. Instead, it plans to circulate the list of ideas to help cash-strapped day cares raise some extra money.
