Canadian dairy farmers have been suffering the effects of shrinking domestic markets on two fronts in recent years. Canadians are consuming fewer dairy products in favour of products such as soy and rice beverages and vegetable oils. There are also more imported ingredients displacing the milk products they produce domestically.
Milk protein concentrate or milk protein isolates are one of those "modified milk ingredients" you often see listed on the dairy product labels. It's a chemically concentrated form of the protein naturally found in milk.
It seems that when the protein is isolated from milk, it is no longer defined as a dairy product, which allows it to slip in under the border controls pivotal to maintaining Canada's supply-managed dairy system.

The term "raw milk" is a bit of a misnomer, since aging for 30 or 60 days transforms both milk and microbe into something quite unlike a natural state.
