It will be another record this year for average production," Department of Science, Technology, Energy and Mines' mineral resources division assistant deputy minister John Fox said yesterday. Considered the first step in oil exploration, seismic testing records the reflection of sound waves off of the rock bed, triggered by the explosion of dynamite in strategically placed shot holes.

Canada's Gov. Gen. Michaëlle Jean, who opened the parliamentary session by speaking about new challenges, hinted at Russia's Arctic ambitions. She unveiled her government's plans for the year, which include the mapping of the seabed, patrolling the high latitudes by warplanes and combat aircraft, and increasing the number of rangers at the northern bases.
S. Coast Guard icebreaker Healy led Germany's Polarstern and French Tara schooner to the northern latitudes. Denmark and Sweden joined hands to send the Swedish Arctic-class icebreaker Oden to the area north of Greenland on an expedition named LOMROG (Lomonosov Ridge off Greenland), the ridge over which the Arctic countries are fighting.

Alberta wants to become a global energy leader, but its "integrated energy vision" released yesterday was sparse on solutions to the ongoing labour crunch and multibillion-dollar cost overruns that have caused Canada's largest oil companies to look out of province for expanded refining capacity.
Alberta Energy Minister Greg Melchin said yesterday that with Alberta owning 81 per cent of the province's mineral resources, the provincial government has "set the right frameworks and macro-policies that would make us to be the best place to invest and attract the people, the expertise and the capital.
Melchin said it was not in the province's interest to "compel a certain activity or investment to occur in Alberta if it wouldn't be profitable."

TUKTOYAKTUK, N.W.T. -- Prime Minister Stephen Harper acknowledged Wednesday that Canada's plan to make foreign ships report to the authorities when entering Canada's Arctic waters could face opposition from other countries.
I think it ultimately is in everybody's interest to ensure there is some kind of authority in the area, some kind of environmental and commercial authority," Harper said. "We have no particular power play here.
"The rising global demand for energy and mineral resources has sparked a so-called 'Cold Rush' of countries to the Arctic region. And with the retreat of the polar ice pack, record numbers of ships are plying our northern waters," said the prime minister.

Perspectives on Corporate Social Responsibility (CSR), Mining, and Sustainable Development Taking Harper's and the World Bank's positions together as representative of the current dominant view of the role of foreign direct investment in mining in Latin America, we must ask under what conditions mining activity might contribute to poverty alleviation and sustainable development. Harper points to the world-class corporate social responsibility (CSR) initiatives of Canadian mining companies, along with the Canadian government's National Roundtable report on CSR and the Extractive Sector in Developing Nations (Interview, 2007) and the World Bank's Extractive Industries Review (EIR) points to the enabling conditions of "pro-poor public and corporate governance," "effective social and envir...
