Incidence of flood has been on the increase in Ilorin for sometime; and this exemplifies the problem operating in most urban centres in Nigeria. Increase in runoff production in an urbanized catchment is a function, among other factors of to increase in percentage paved area brought about by deforestation activities and poor environmental attitude of the people. Since the 1994 International Conference on Population and Development (ICPD), there has been an increased interest in the relative roles played by men and women in reproductive decision-making, particularly those concerning the number of children and fertility regulation (Isiugo-Abanihe, 1994b; Feyisetan, et al., 1998; Odusola, et al., 1998; Zulu, 1998). Since marital fertility involves the participation of the wife and husband who may differ in their reproductive goals (in terms of number and sex composition of children as well as timing of pregnancy and childbirth) joint decision making regarding family size and use of contraception requires effective communications between marital partners.
The paper takes a critical look at the current rebranding project in Nigeria in the light of the mounting predominance of poverty and food insecurity in the country. It argues that attempt to upgrade the image of Nigeria within and aboard without putting in place workable structures/programmes of "solutionalising" Nigerian endemic problems of poverty, food crisis, unemployment, epileptic power supply, and the likes makes the rebranding project abstract, cosmetic and a wishful thinking. Thus, the paper advocates that the rebranding should begin by addressing the leadership question, poverty, food insecurity, corruption and the decay in Nigerian education system.
