The whistleblower complaint, first lodged with the ombudsman 14 months ago, has been ping-ponged around various provincial watchdog groups, including the auditor general's office. Last fall, while the formal complaint languished, the whistleblower sent her reports to the PUB, which is now reviewing them as part of a larger look at Hydro's risks as they relate to a possible six per cent rate hike. Much of the PUB's discussion about the whistleblower's allegations could be done behind closed doors to protect what Manitoba Hydro argues are corporate secrets. In practical terms, an ombudsman's main job would be to resolve patient complaints about actions and inactions involving such matters as unreasonable delays, administrative mistakes and poor interpersonal behaviour by health-care professionals and administrators. In addition, an ombudsman could help individuals navigate in a complicated and often intimidating health-care system. At the moment, Manitoba's general ombudsman can investigate complaints within institutions that are part of the province's 11 regional health authorities. However, most patients do not know that the services of the general ombudsman are available and relatively few cases arise in the health-care fields. Most other Canadian provinces and territories now have privacy commissioners who are exclusively responsible for privacy compliance oversight. In fact, nine other provinces and territories have a privacy commissioner including all of the other western provinces. In Manitoba, however, the Ombudsman still has a dual role for privacy compliance and administrative accountability of government services. The main reason why Manitobans do not know much about the Ombudsman is because of the title itself.
