Such expressions as "weak" or "fragile" states are absent from Brazil's President Lula da Silva's domestic and diplomatic rhetoric. Instead, according to official statements of Lula's government, lawlessness, insurgency, transnational crime and terrorism, which are widely linked to state failure, are blamed on deep social causes that inflict social injustice and poverty to large portions of the world population. This article explains this proclivity of Lula's foreign policy as a result of colliding agendas prevailing inside Lula's party, and his governing coalition. The social and political bases of such divide are explored, and the process through which ideological goals prevail in his foreign agenda is described.

In an interview, Gordon J. Tomiuk, president, Appraisal Institute of Canada (AIC), talked about his career and his role as AIC president. In 1988, he established his own company. Rob Grycko joined the firm in 1989 as a candidate and became a partner in 1993. Their company of Tomiuk Grycko Krueger now consists of two AACIs, one CRA and two part-time support staff. Feeling that the Institute was becoming more proactive, and with the support of his partners, he decided that the time was right in 1999 to get involved with the local association. He see his role as an ambassador, a negotiator and a mediator. As the AIC strives to be better at what it does, he encourages every member to raise his or her own bar and consider the ways they can develop their careers.
