The government's security intelligence agencies assess that terrorism has become a persistent and permanent feature of Australia's security environment,'' [Kevin Rudd] said.
Rudd said the rising threat from "people born or raised in Australia, who have become influenced by the divisive narrative espoused by al-Qaida,'' has become especially apparent.
"Each was driven by the concept that the world was in essence divided between those who adhered strictly and fundamentally to a rigid concept of the Muslim faith, indeed a medieval view of it, and those who did not.''

As the 2010 Games began, the Citizens Summit Against Sex Slavery issued a press release noting that front-line agencies in Vancouver had witnessed an increase in underage youth being bought and sold for sex on the streets of Vancouver. Even before the Games began, pimps and traffickers were posting ads on Craigslist to anonymously sell young women for sex.
For many years, I have been working to stop human trafficking in Canada. One of my more recent efforts, Private Members' Bill C-268, has successfully passed through the House of Commons and is being considered by the Senate. If passed, Bill C-268 would require a mandatory minimum sentence of five years for anyone convicted of trafficking a person under the age of 18. It is time for Canadians to join the international community in taki...

Federal agencies, including the State Department, the Department of Homeland Security and the National Counter Terrorism Center, are telling their people not to describe Islamic extremists as "jihadists" or "mujahedeen," according to documents obtained by The Associated Press. Lingo like "Islamo-fascism" is out, too.
For example, while Americans may understand "jihad" to mean "holy war," it is in fact a broader Islamic concept of the struggle to do good, says the guidance prepared for diplomats and other officials tasked with explaining the war on terror to the public. Similarly, "mujahedeen," which means those engaged in jihad, must be seen in its broader context.
Don't take the bait," it says, urging officials not to react when Osama bin Laden or al-Qaida affiliates speak. "We should...

If the agencies don't have the staff, we can't do this," [Elsie Flette] said.
The recent Free Press series on Manitoba's child and family services sector uncovered a system where social workers were carrying caseloads so heavy they weren't able to properly do their jobs, leading to high burnout and fears that kids in care weren't being properly monitored.
The Catholic Children's Aid Society in Toronto set workload limits after its staff went on strike for seven weeks in 2000. Now there are caseload caps written into the agency's collective agreement, and if a worker's load exceeds the cap, she can file a grievance through her union. Every worker's load is checked monthly and those over the cap are worked with immediately to get the workload reduced.

After the Indian Ocean tsunami of December 2004, aid agencies clubbed together to review their efforts. The main conclusion was sobering: "It was local people themselves who provided almost all immediate life-saving action." But "international agencies often brushed local capacities aside.
Organizational problems may be worse in Haiti, which before the earthquake had more NGOs per head than anywhere else in the Americas. But Aceh managed to bring a measure of control to the flood of aid by setting up a special agency. Paul Collier, an economist at Oxford University who has advised Haiti's government, says it and the UN should do something similar.

Everyone, especially discount travel agencies and websites, promises the lowest fares. The reality is that given the complicated pricing systems and rules airlines employ, along with the multitude of route options, it is almost impossible for anyone to truly guarantee the lowest price at any given time. For example the lowest fare between Winnipeg and Dallas may involve four or five changes in aircraft and stops in an equal number of airports. Most people really do not want this lowest fare. What they really want is the lowest fare within convenient and non-stressful routing. This may be their best option for comfort and sanity, yet still not be the lowest price. This is one of the reasons web bookings seem to have reached their peak. Customers seem to be concluding that complicated ...

Appropriate government agencies are monitoring the situation," said Gordon Johndroe, a spokesman for the National Security Council. "Numerous satellites over the years have come out of orbit and fallen harmlessly. We are looking at potential options to mitigate any possible damage this satellite may cause.
In 2000, NASA engineers successfully directed a safe de-orbit of the Compton Gamma Ray Observatory, using rockets aboard the satellite to bring it down in a remote part of the Pacific Ocean.

I am in receipt of a draft proposal from the Northern Authority to its agencies seeking financial support for the development and broadcasting of public service announcements "over the realities of First Nations people.
In the past week, [Rhonda Gordon Powers] has been linked to a proposed ad campaign aimed at burnishing the authority's public image and discrediting journalists who question the state of Manitoba's child welfare system.
The investigation into devolution, children killed in care and First Nations child welfare agencies, Gordon Powers wrote, "released an onslaught of racial attitudes, qualifications of social workers in First Nations agencies were questioned." She wrote that the stories presented an image of "foster children removed from loving, capable non-native homes a...

Federally, several government departments and agencies are involved in the food-safety system. The most direct stakeholder is the Canadian Food Inspection Agency, which was created in 1997 to amalgamate all federal food safety enforcement and inspection services. While the creation of the CFIA clarified the roles and responsibilities of various departments, the need for checks and balances is still acknowledged.
To protect our consumers, protectionism and an increased emphasis on "buy local" programs are only part of the answer. Judicious strategies to communicate risks to consumers are vitally important as means to educate the public about the complexities of modern food distribution channels. It is not the quantity of recalls that will matter in the future, but rather the quality of ...

Awasis is one of the province's biggest aboriginal child welfare agencies, serving a dozen of the poorest and most remote communities, including Shamattawa, Cross Lake, Nelson House, Oxford House and Split Lake.
More than a year ago, the province launched a "quality assurance" review of Awasis. Normally, reviews are triggered by a child death or management misdeeds, but the province also started systematic quality assurance reviews of each of the aboriginal agencies to find problems before they exploded. Awasis was first on the list. The report was due last month.
The province and its two aboriginal authorities are in the midst of a series of reviews of child welfare agencies. Some were spawned by child deaths or allegations of misspending and mismanagement. Others are more routine, par...
