The current dilemma over equalization is rooted in the payments decline which occurred between 2000 and 2004 and which hit Newfoundland, Quebec and Saskatchewan particularly hard. Quebec, for example, saw a drop of about $1.5 billion in its equalization payment -- nearly a 30 per cent drop -- while Newfoundland saw payments drop 34 per cent and Saskatchewan went from an equalization of $379 million to zero. Manitoba, on the other hand, saw a 10 per cent increase in its equalization while British Columbia actually began to collect equalization. Alberta and Ontario are currently the only provinces which do not receive equalization payments.
