It's a no-lose issue for the provincial and federal governments. They can starve the system of needed funding with impunity because there isn't an opposition leader in this country willing to stake his or her fortunes on getting more money for deadbeat criminals.
Then there is the legal profession itself. Like many provinces, Manitoba's legal aid system relies on a legion of government-employed lawyers, and private lawyers on a case-by-case basis. However, it's quite clear the private bar has lost its interest.
