We understand that this was a group of kids and it was a cute, cuddly kitten being passed around. However, we want people to take from this report that if it's an unfamiliar animal, you don't know its background, it's not owned or (is a) stray, then we swould advise against having much interaction with that animal.

I had no idea what was required to bring a dog from Mexico into Canada. Luckily, we had some wonderful help from our travel agency, Out'n About Travel in Winnipeg, and the Puerto Vallarta Animal Shelter.
