[Gheorghe Capra] came to Canada from Romania in 1991 by secretly stowing himself aboard a ship that entered Montreal. He was granted Convention Refugee status and became a permanent resident the next year, the same year he garnered his first conviction for uttering threats. Because of Capra's convention status, the federal immigration minister's office must rule he's a danger to the public before he can be legally booted from Canada. A decision isn't expected until December.
