Operationally, [Dave Fraser] is under 'operational control' of Maj.-Gen. Benjamin Freakley, the Commander of Combined Joint Task Force 76 and the U.S. operational commander in Afghanistan. He assigns tasks to Fraser who then carries them out within the defined Canadian area of operations. In coalition operations, it is usual that command will be established on a regional basis whereby a commander is given exclusive responsibility for commanding all military operations within that region. This assigned region includes the airspace above it. This is the case in Afghanistan. If at any time Fraser considers the orders from Freakley to be outside his Canadian terms, he can refuse such orders or seek clarification from the CDS.
