In 1820, the British forced the sheik of the Persian Gulf region to sign an economic pact with them. In 1839, Britain annexed the Indian Ocean port of Aden. In 1840, the British invaded Egypt and defeated the Pasha Mohamed Ali. Britain went to war in 1856 with Iran to claim the right-of-way to India and China. Later, Great Britain and Russia divided Iran into "spheres of interest.
After the Second World War, it became impossible to prevent the wave of democratization that swept the British and French colonies in the Middle East and Africa; this ultimately resulted in the loss of the colonial powers' influence. This vacuum was quickly filled by the U.S. government, as evidenced by a 1953 document that stated: "United States policy is to keep the source of oil in Middle East in American...

Let me be clear. Responsibility for the current mess in Iraq rests primarily with the Iraqi government, not with the United States. Prime Minister Nouri al-Maliki has failed to take advantage of the Iraqi people's desire for peaceful and productive lives and of the enormous commitment and sacrifices made by the United States and other nations. The expected "crisis summit" in Baghdad is further evidence of the near-complete collapse of the Iraqi government. The best outcome of the summit is perhaps a renewed effort or commitment for the participants to work together, which may buy a few more weeks or months of cosmetic political activity. But there will be no lasting political reconciliation under al-Maliki's sectarian regime.

The Iraqi army was also the replication of sectarianism within the state, consisting of a Sunni oligarchy using conscripts from other communities to enforce its will and eating up the common national treasury to conceal unemployment and inefficiency while subjecting young people to involuntary servitude. Yet almost every liberal in America -- as you can see most recently by watching the tendentious documentary No End in Sight -- appears to be committed to a nostalgia for Saddam Hussein's draft.
Take a moment to imagine what would have been written in the liberal press had the old military class been preserved and utilized to "stabilize" Iraq. It is a more radical, but perhaps logical, reach of the law in France, which already bans "conspicuous" religious symbols from public schools. A law passed in 2004 forbids the wearing of a yarmulke or headscarf in the halls of learning. Intended to reduce religious tensions that saw Jews targetted with violence, it clipped the freedoms of all devout persons. Mr. Sarkozy's decision to give the screw another turn on civil liberties is a distressing sign of growing intolerance in a country that is battling rising anti-immigrant sentiment.

INTRODUCTION Debates over global terrorism, the spread of weapons of mass destruction, the legitimacy of the use of force, and the role of the United States all demonstrate that we have entered a period of rapid change in the international security environment. While Ottawa is not one of the world's major cities, nor one of Canada's dominant intellectual centres, its role as the capital of a G-8 country, its two universities (one, the University of Ottawa, with a strong tradition in international law, the other, Carieton University, with an outstanding graduate school of international affairs), the presence of a robust NGO community and several research institutions active on international relations, such as the International Development Research Centre and the North-South Institute, p...
