The province has told Manitobans for 40 years that the floodway is a marvel of engineering, that it protects Winnipeg without causing artificial flooding. If people have grown up with this idea, it is not surprising that they believe it, even though it is not true. There are 5,000 people who live in Ritchot. Their homes and lands are at stake. The people of Winnipeg need to know at what cost to others their flood protection is obtained. The floodway works by an underwater dam in the river. When the dam is raised, it causes the river to back up into the RM of Ritchot. When the water gets deep enough, it begins to flow into the floodway channel. There are better methods of flood protection, which don't require flooding Ritchot, but which the province has refused to give any consideration ...
