Too late for much of Winnipeg. Far and away the most new development has occurred in sprawling suburbs at the city's edge. Subdivisions of mainly single-family houses that grew slowly in the 1990s are being built out, for example, Royalwood, Canterbury Park, Richmond North and River Park South. Recently, Qualico's Sage Creek, the Manitoba government and Ladco's Waverley West and, beyond the Perimeter Highway, Chipman's Oaks started building thousands of new houses beyond the built-up area to the city limits. It remains to be seen how much of this new housing will be affordable.
