If the world's population does not look like rising or shrinking to unmanageable levels, surely governments can watch its progress with equanimity? Not quite. Adjusting to decline poses problems, which three areas of the world -- central and eastern Europe, from Germany to Russia; the northern Mediterranean; and parts of East Asia, including Japan and South Korea -- are already facing. Rigid salary structures in which pay rises with seniority (as in Japan) should also be replaced with more flexible ones. More immigration would ease labour shortages, though it would not stop the aging of societies because the numbers required would be too vast. Policies to encourage women into the workplace, through better provisions for child care and parental leave, can also help redress the balance be...
This paper empirically examined the level of Japanese work organization and management techniques as practiced in PROTON. It has been argued that the Japanese work organization has been practiced and transferred more successful in the automobile industry because of its higher technicality. The PROTON-MITSUBISHI alliance has now been going for more than two decades (since 1982). Although PROTON has not yet been able to produce its own engine unless the CamPro engine with Waja model in 1999, this alliance is the best case to test the extent Japanese work organization is practiced to test the degree of transfer in the best sector and the best project to be studied. We've been quite clear that this is not a permanent closure, and we do intend to resume operations here when the markets dictate that it can be done profitably," plant manager Dave Neufeld said in an interview. Tolko nearly permanently closed the sawmill and its adjacent paper mill four years ago until workers at both plants accepted pay cuts. At the time, taxes the company paid accounted for 17 per cent of the town's annual budget. The paper mill remains open, and its order book is full for 2010, Neufeld said. Of greater concern is many of the mill's tradespeople -- millwrights, electricians and mechanics -- are closing in on retirement. They've maintained their jobs at the plant because of their seniority, helping to produce wood chips for the paper mill.
