The federal spending power has been a unique and prominent feature of Confederation for over 70 years, half Canada's existence as a nation. Let's remind ourselves of the great national shared-cost programs that created a sense of shared citizenship from coast to coast, regardless of one's province of residence: unemployment insurance, hospitalization, medicare, the Canada Pension Plan, support for higher education and research, the Canada Assistance Plan and social housing.
