A column by anthropologist Hugh Gusterson in the current issue of the Bulletin of the Atomic Scientists denounced the program, which he said amounted to the weaponization of culture. "When research that could be funded by neutral civilian agencies is instead funded by the military, knowledge is subtly militarized," he said.

In this study, we explore the gap between the culture and conduct of paternal involvement with children among Korean middle-class and working-class fathers. Using interview data from thirty-two fathers following a period of national economic crisis, we find that Korean fathers negotiated among three contradictory and often ambiguous sets of cultural expectations: traditional Confucian fatherhood; work success as measure of good fatherhood; and "new" fatherhood that embraces providing and caregiving roles. Family involvement was limited for all fathers, although care for children was most directly shaped by strict or flexible working schedules. "It was just a wonderful environment. You can't help but learn because you are so eager to understand it our way. They said be yourself, and here is some information. Be proud of your nation, be proud of your people and your community, and here is some information. Because they did that with you, I think that changed everybody's ability to comprehend the information. Because they no longer had to try to fit themselves into the school," said Hill.

The world-wide expansion of American Christian missions in the late 19th Century are early examples reflecting many of the development-oriented values and work characterizing the moral and ethical imperative to help the poor and to promote social justice.
