This does not mean that Canada must compromise its national interests. Brian Mulroney refused to sign on to Ronald Reagan's Strategic Defence Initiative, although several European allies did with some enthusiasm. There was not the same bitter backlash, however, that there was later when former prime minister Paul Martin turned his back on an American invitation to co-operate on continental defence, even though it would have been in Canada's best interests. The reason for the difference was that the Mulroney government had a healthy relationship with Washington, while the Martin government fomented anti-Americanism within Canada.
The federal government's new Strategic Aerospace and Defence Initiative (SADI) will make a $44.3-million loan available to Bristol for the life of the project. It is only the second loan commitment SADI has made since it was formed in April 2007 to encourage research and development in the Canadian aerospace and defence industry, enhance competitiveness and foster collaboration with universities and research institutions. Canadian policy makers have repeatedly emphasized improving relations with Brazil as a strategic objective in the Americas. Given past failures to cooperate, this objective may be difficult to realize. We argue that one of the reasons for this unrealized relationship between Canada and Brazil within hemispheric institutions is different national approaches to the role and purpose of multilateralism. This argument is advanced through an analysis of national interpretations of each country's engagement with multilateralism, drawing on the local literatures. The paper concludes with a discussion of the prospects and limits of future multilateral cooperation between the two countries, drawing on examples from the Inter-American System.
