  • In a column on this page Tuesday, transportation expert Barry Prentice of the University of Manitoba explained that an airship could provide more effective and continuous aerial surveillance than a helicopter, which he described as old technology. Helicopters require daily maintenance, but airships need just one serious inspection every 1,000 hours, he said. The list of benefits in airship technology over helicopters goes on and on: less fuel burned, less noise, greater stability for mounting surveillance equipment and the ability to operate in an unmanned, remote-control mode. The other advantage of an airship over a helicopter is its ability to carry payloads of up to 2,000 kilograms and to respond to emergencies outside Winnipeg and as far as northern Manitoba.

  • You felt the heat, so to speak, and fled (to Canada). I don't believe for a moment that if I released you, you would appear at any future proceedings," said Paul Kyba, a board member with the immigration and refugee department who heard Greenback's application via closed-circuit television in Calgary. Police raided [Troy Greenbank]'s home and seized several items including DVDs "depicting sadistic sexual behaviour," books and materials on serial killers and covert surveillance and spy equipment, according to documents. Police have now taken several statements from witnesses, including Greenbank's ex-wife and another woman he previously met online. They claim Greenbank often spoke of living a "polygamous" lifestyle and wanting sex with children of his many female partners.

  • In the next 25 to 50 years it's safe to assume, unfortunately, that we will become a target," says Adam Giambrone, the Toronto Transit Commission's vice-chair. Toronto, Ottawa-Gatineau, Montreal, Vancouver, Calgary and Edmonton are expected to receive the initial federal "transit-secure" funding. The money is to be spent on new surveillance networks such as closed-circuit television cameras (CCTV), communications equipment and lighting and access-control equipment. The transit systems will be required to pay for a quarter of the improvements. The balance of the $80-million total will be awarded during a second funding phase. "The TTC has never been a specific target, we want to make that very clear," says Giambrone. "At the same time, because we're the third largest transit system in N...

  • Parliament's extension of Canada's combat mission to 2011 came with two major equipment caveats -- helicopters and unmanned surveillance aircraft, both recommended by a panel led by former Liberal cabinet minister John Manley. The short-term lease of Russian helicopters from Toronto-based Skylink and the purchase of U.S. army Chinooks, already in theatre, will not affect the air force's long-term, $4.2-billion plan to buy 16 brand new CH-47F Chinooks, [Peter MacKay] said. Getting to this point has been a tortuous bureaucratic exercise. The debate has pitted the army, frantic to reduce soldiers' exposure to deadly roadside bombs, against a frustrated air force that's demanded it get a versatile aircraft, useful in more places than just Afghanistan.

Balad Air Base is scheduled for a significant upgrade in radar equipment, with upgrades such as a new Airport Surveillance Radar (ASR), radar scopes, and radios that will improve upon the aged equipment currently being used.
