The RFQ content is crucial to both buyers and vendors. First, the evaluation criteria must properly distinguish between "mandatory" and "qualitative." Mandatory criteria are those which can usually be answered "yes" or "no" or by means of a brief statement and can cause instant disqualification for noncompliance.
