After a two-vehicle collision killed three people near Elkhorn on Friday -- prompting anger from Western Manitoba residents -- CAA Manitoba president and CEO Mike Mager accused the province of dawdling on the job of converting western Manitoba's final stretch of undivided Trans-Canada into a four-lane, divided highway. It's very, very disturbing and very disappointing, because we at CAA Manitoba have complained for years that this stretch of highway is a deathtrap," Mager said yesterday. "Even if you put all the king's horses and all the king's men on the job, it wouldn't be possible," he said.

The city now pegs the price of the second leg of the bus corridor at $220 million. On Thursday, [Sam Katz] said he would like to see the bus rapid transit plan placed on hold while he lobbies Ottawa and Manitoba for a light-rail network. In the meantime, the mayor said he would rather see all three levels of government approve smaller projects. He has four on top of his wish list: the $30-million twinning of Plessis Road; a $14.3-million reconstruction of the Pembina Highway underpass at Jubilee Avenue; $10 million worth of street and intersection improvements in the Polo Park neighbourhood; and a $10-million reinvestment in community centres. Undaunted, Katz said rapid transit and roadwork are not mutually exclusive. "What we have to do is look at the big picture and decide what's best...

In 2003, soon-to-retire prime minister Jean Chretien gave Saskatchewan a huge pre-retirement gift when he announced the federal government would give the Land of Living Skies $164 million to twin dangerous stretches of the Trans-Canada and Yellowhead highways. It could start by twinning the last two-lane stretch of the Trans-Canada through Whiteshell Provincial Park, as well as helping the provincial government - which, to its credit, is finally spending plenty of cash on highway projects - upgrade major north-south routes like Highway 10 south of Brandon and Highway 75 south of Winnipeg. While having the feds pick up 20 per cent of the Trans-Canada twinning tab is better than nothing, it pales in comparison to what other national governments do to maintain national highways.
FORTY YEARS AGO The twinning of Brandon and its sister city, Lachine, Que., reached the Wheat City officially yesterday when members of the student group who have been visiting here for the last two weeks presented Mayor S.A. Magnacca with some solid evidence of the twinning.
There are people who have the mistaken impression P3s represent free money. That isn't the case," said Brian Kelcey, the mayor's economic policy adviser. "We look at them as simply one option in an increasingly useful basket of alternatives to the traditional bid model. That's why it only makes sense to use P3s to build massive projects such as the Disraeli overhaul, said Kelcey, noting the city cancelled plans to use a P3 to finance the less-expensive twinning of McGillivray Boulevard, which will now be financed conventionally. Winnipeg used a P3 to build the Charleswood Bridge in the '90s and hopes to use P3s to complete three other major projects, at a projected cost of $218 million:

Jim Carr, president of the Business Council of Manitoba and member of the recent Mayors Trade Council which recommended improving truck routes in the city of Winnipeg, said there are a lot of others putting themselves out there as potential competition to Manitoba. Manitoba's share of that fund went to twinning Inkster Boulevard between the Perimeter and the Oak Point Highway, building a new rail underpass and cloverleaf where the Trans-Canada Highway meets the Yellowhead Highway, and upgrading the rail line between The Pas and Churchill. Manitoba is already a hub of sorts. The Winnipeg airport currently sees more freight aircraft come through it every day than any other airport in Canada, including Toronto's Pearson airport. The border crossing at Emerson just surpassed Vancouver as th...
